Trees, especially, remain at risk because they use the winter months to grow root systems, and the moisture in the soil will determine whether they'll recover from 2011's record drought and heat.

The program, in association with the Texas Tree Foundation, is the largest non-profit urban tree farm in the nation. Over the past decade, about 166,000 trees have been distributed across the state.
